Sir Robert Menzies was invited to become a member of the Scottish Constitutional Committee in 1968, but had to decline because of ill health. However, he did become a member "Receiving and commenting on papers", and in this capacity he wrote several notes and comments on the subject of Federation. In one particular paper he makes an interesting comparison between three differing types of federal systems as found in Australia, United States of America and South Africa.
