In the first few weeks of the war the shipping activities of the PPC were thrown into a confusion compounded by the promulgation of laws which prohibited trade and communication between Australia and enemy territory. Nauru, being a German possession, came under this heading but the Company had an obligation to continue to maintain the operation and the workforce of over 1000 people.
