Madigan was a principal of the architectural firm EMTBI, which won the design competition for the High Court building. The design team was led by EMTBI Director Christopher Kringas, assisted by Feiko Bouman, Rod Lawrence and Michael Rolfe. Kringas died in March 1975, just prior to the start of construction in April 1975. Madigan then had oversight of the work until its opening in 1980.
