Content Summary:

In April 1947 Fleming was appointed Director of the Joint Intelligence Bureau in the Department of Defence in Melbourne. He became the Controller of Joint Intelligence in 1948-49, Assistant Secretary in 1949-53, and Controller of the Joint Service Organisations in 1953-58. This last position was abolished as part of a reorganisation of the Department of Defence in 1958 and Fleming transferred to the Department of Trade.

Fleming's work in the Department of Defence is recorded on official files; he retained virtually nothing in his personal papers. The papers in this series mostly comprise material that he wrote or assembled in his retirement. In particular, there are papers on the Secretary of the Department of Defence, Sir Frederick Shedden, the Director-General of ASIO, Sir Charles Spy, and espionage in Australia in the post-War years. The correspondents include Warren Perry and Des Ball.
