In October 1967 the Prime Minister announced that, when the positions of National Librarian and Parliamentary Librarian were separated on 1 January 1968, Fleming would be the Parliamentary Librarian. He would have particular responsibility for developing the new Legislative Research Service. In June 1970 he moved to the National Library. Although his tenure was short, Fleming remained interested in the Parliamentary Library for the rest of his life and kept in touch with later Librarians, such as Harold Weir and Hillas MacLean. In 1979-80 Urwick International Pty Ltd carried out a Joint Management Review of the Department of the Parliamentary Library and two other departments. Fleming was an adviser, although he did not support all the final recommendations.
