In early 1975 a draft of the proposed Constitution was circulated to the leaders of the various political parties and groups. There were major concerns expressed by non-government group leaders about what were seen as major departures from the drafting instructions. There followed a series of meetings of representatives of the Government and the non-Government parties and groups who comprised the Constitutional Drafting Committee to try to resolve the differences between the parties about the wording of the draft constitution.
Third and Fourth drafts of the constitution were prepared after agreement was reached to amend many of the provisions of the Second Draft. The Fourth Draft was the document that was debated in the Constituent Assembly, which was established by members of the House of Assembly with the intention of creating an ‘autochthonous’ or home-grown constitution.
In addition to various drafts of the Papua New Guinea Constitution, the series includes drafting instructions, notes, correspondents, timetables, minutes and newspaper cuttings. Among the correspondents are E. Wolfers, John Momis, I.F. Tarua and C.J. Lynch.
