- The Australian College of Theology was established in 1891 by the General Synod of the Church of England to oversee the study of Divinity. The College was re-constituted in 1962 and again in 1974 when the Australian College of Theology Act was passed. Garnsey was elected Chairman of the Board of Delegates, 1973-77. The Board's duties included setting curricula and preparing examination papers. The College began moves in 1971 to have the power to confer degrees.
