In August-October 1915 a Universal Service League was established in the various states to press for universal compulsory military service, to secure the necessary legislation, and to support the Government by providing the organisation to implement the policy. Latham and O. Masson were the secretaries of the Victorian branch.
This small series contains printed items such as the manifesto of the League, lists of New South Wales officers, and a pamphlet written by Latham and A. T. Strong entitled A proposal for national service. Typescript material includes the League's platform, a paper entitled 'A proposal for national service for war purposes', and lists of members. The correspondence mostly dates from 1915, the main correspondent being T. R. Bavin, the secretary of the New South Wales branch. Finally, there are some newscuttings.

- Immediate source of acquisition:
- The bulk of the collection was presented to the National Library by Sir John Latham in December 1963, a few months before his death. In November 1974 the Library purchased some further papers from a secondhand book dealer. They comprised family letters and photographs, some diaries and papers relating to the High Court. These papers have been amalgamated into the original collection.
