In 1980 an Australian, Tos Barnett, was commissioned to report to the General Constitutional Commission of Papua New Guinea on problems associated with the independence of institutions established under its national constitution. In December of that year he wrote to Sawer to propose a meeting to discuss relevant issues. Filed in this short series are Barnett's typed notes and photocopy of the Constitution of the Independent State of New Guinea.

The papers were donated to the Library by Sawer and his wife Nancy in four instalments in 1971, 1995, 1996 and 1998.
