When the ninth United Nations General Assembly began in New York in September 1954, Copland formed part of a large Australian delegation. R.G. Casey, the Minister for External Affairs led a group that also included two politicians, A. Fairhall and P.J. Clarey, and diplomats Sir Percy Spender, J.D.L. Hood, A. Stirling, and W.D. Forsyth. Copland led them on Casey's departure and was elected chairman of the General Assembly's Second or Economic and Financial Committee.
The coverage of Series 38 is patchy. Of the many agenda topics the Second Committee discussed, only the South Korea relief and rehabilitation program, technical aid, and a world food reserve are covered. Two important topics, the Special United Nations Fund for Economic Development and the International Finance Corporation are represented in printed items. Otherwise, the material comprises some U.N. publications and reports, notes, speeches, and statements by Copland, working papers, lists of delegates, photographs, and some correspondence and cables. D. Hammarskjold, E.N. van Kleffens, W.D. Forsyth, and A.H. Loomes are the main correspondents. The series has references to Australia's other representative on the Second Committee, A. Fairhall and the Alternate Delegate, A.P. Renouf.

- Lady Copland presented the personal papers of Sir Douglas Copland to the National Library in September 1973. Additions to the collection were received from the Copland Family between 1977 and 1981.
