The papers in this series are very mixed in subject matter and date range, and the original file titles are often irrelevant. They have been combined in this series because the issues merge to some extent. The first part of the series consists of papers gathered by Ball for research purposes and correspondence on foreign affairs. They provide some background to Ball's diplomatic appointments, particularly his relationship to officers in the Department of External Affairs.
The second part of the series consists of reports, printed material and correspondence relating to the Royal Commission on Australian Government Administration, 1974-1976. This inquiry, also known as the Coombs Commission, investigated the administration of Australian government departments, statutory authorities, the principal instruments for the coordination of policy, and the Public Service. The members were H.C. Coombs, P.H. Bailey, E. Campbell, J.E. Isaac and P.R. Munro. The inquiry resulted in 337 recommendations. Ball's intention in gathering the documents was possibly to write a 'reflective piece' on the Inquiry, as referred to in a letter from Sir Frederick Wheeler.
