- As is common enough, the United States was at the forefront of much of Woodard's career as diplomat, policy planner and head of intelligence assessments. The US figures prominently throughout series 2-13. In retirement, Woodard spent time in American archives and also in New Zealand, where he was greatly assisted by the departmental historian Malcolm Templeton, and taped interviews with all New Zealand's most senior diplomats.
