- A Select Committee on Constitutional Development was appointed by a resolution of the Papua and New Guinea House of Assembly on 19 May 1965, with John Guise as its first Chairman. The Committee’s purpose was to clarify the future status of Papua New Guinea in relation to Australia. Under Guise, the Committee presented interim reports in 1965 and 1966, and a final report in 1967. A reconstituted Committee with Paulus Arek as Chairman published two further reports in 1969 and 1971, its recommendations effectively clearing the path for the transfer to self-government in 1975.
