The earlier papers in this file originate from the period of Wilkinson's employment as Clerk Class 9 in the Development Assistance Branch, followed by that of his promotion to the position of Acting Assistant Secretary. Most documents deal with the establishment of foreign aid projects in Papua New Guinea.
