As part of his work as a Member of Parliament, Garland regularly submitted nominations for the awarding of Imperial honours, particularly for residents of his electorate and other Western Australians.

Honours files kept in Garland's Perth office are in this series. One group of files concerns recommendations made for honours at both the Federal and State level, and contains citations, nomination forms and associated correspondence with William McMahon, Malcolm Fraser, Sir Charles Court and the Honours Secretariat of the Department of Administrative Services. Other files contain letters of congratulations sent to honours recipients around Australia including politicians, public servants, artists and many others. This correspondence is filed with honours lists, office notes and other papers.

Immediate source of acquisition:
The first instalments of the Garland Papers were presented to the Library by Victor Garland in 1975. Between 1976 and 1981 eight further instalments of papers were received from Garland's Perth electorate office and his office in Parliament House, Canberra. Further papers were received from Sir Victor in London in 1993.
