From December 1979 until his resignation from the Ministry in November 1980, Garland was Minister for Business and Consumer Affairs and also Minister Assisting the Minister for Industry and Commerce. In the former role he was responsible for business regulation, prices policy, and the administration for protection policy (customs, quotas and tariffs).
This series comprises papers from Garland's Parliament House office files. The great majority concern the Business and Consumer Affairs portfolio. There is a small amount of material interspersed among the BACA papers relating to Garland's concurrent appointment as Minister Assisting the Minister for Industry and Commerce during this period.
In addition to copies of correspondence and minutes, there are papers on a diverse range of subjects relevant to Garland's work as Minister for Business and Consumer Affairs. These include companies and securities, industries, oil and petroleum, textiles clothing and footwear, trade practices, prices, bankruptcy, customs, and tariffs. Included is material on two of the most important areas of Garland's work in the portfolio: amendments to Section 45 of the Trade Practices Act (designed to protect small businesses from coercion by big businesses and unions), and marketing of petroleum products.
The original order of files in this series has not been maintained due to the state of the papers when received. However, in many cases file titles and contents reflect the original system.
There is a considerable overlap of subjects between files in the series. Further papers on Business and Consumer Affairs may be found in series 7.
- Immediate source of acquisition:
- The first instalments of the Garland Papers were presented to the Library by Victor Garland in 1975. Between 1976 and 1981 eight further instalments of papers were received from Garland's Perth electorate office and his office in Parliament House, Canberra. Further papers were received from Sir Victor in London in 1993.
