Most of the papers in MS 4989 relate to the political career of Garland as a member of the Liberal Party and federal parliamentarian. The wide variety of material includes subject files, correspondence, speeches, press releases, parliamentary committee files, constituency representations and electoral papers, invitations, honours recommendations, briefings and printed material. Six series relate to ministerial portfolios held by Garland, while others concern his period in Opposition from 1972-1975, his role as high commissioner to the United Kingdom, 1981-1983. The collection also comprises files relating to Garland's business and cultural activities in Britain, concert and opera programmes, exhibition catalogues, papers relating to Garland's business travels, company annual reports and art magazines

Included in the collection are letters to his wife, to his sisters Aella and Edith (Mrs Hall), and to his brother Alan between the years 1885-1950, Mrs Giblin's diaries relating to life in Canberra during 1941-1943; manuscripts and typescripts, papers on the basic wage, standard hours, land values and other economic subjects; his 'Letters to John Smith' and 'More letters to John Smith'; the 'Response to Poetry' and a pocket diary with some notes written by Giblin during the last month of his life.

MS 3683 comprises correspondence, 1972-1988; financial records, 1978-1989; Women's Electoral Lobby (WEL) national conference records, 1973-1982; records relating to WEL involvement in other conferences such as the National Women's Tax Summit, National Agenda for Women Conference and the United Nations Decade for Women; records relating to WEL activities such as lobbying federal parliamentarians, the production of the WEL national bulletin, submissions and press releases; and, subject files on a wide range of WEL interests including childcare, affirmative action, equal employment opportunity, the Family Law Act, maternity leave, wages and the Sex Discrimination Act. The collection also includes a small quantity of records of the Women's Electoral Lobby (ACT) and the Women's Centre Inc. (63 boxes).
