Ulrich Ruegg Ellis, born in 1904, was the Director of he Office of Rural Research in Canberra since 1947, and Director of the Federal Country Party Secretariat since 1957. He has had a long career with the Public Service and with the Australian Country Party as journalist and political secretary to the Party's leader from 1928 to 1936.
From 1935 to 1953 he was a member of the A.C.T. Tourist Bureau Board, and from 1947 to 1951 a member of the A.C.T. Advisory Council. His activities have also extended to movements for new States in New England and the Riverina. He is the author of several books and pamphlets on politics and economics.

A section of Ulrich Ellis' papers was deposited with the National Library in January 1961 and January 1962. Approximately half of them consist of published monographs and of serials, often in processed form, which require ordinary library cataloguing and classification.
- Arrangement:

Ellis divided all items he received, together with copies and drafts of his own writings, into broad subject files. These have been maintained, with the result that the division of series tends to be by subject rather than by author or form.
