In August he attended the First United Nations Congress on the Punishment of Crime and the Treatment of Offenders in Geneva where he was appointed a member of a drafting committee which prepared a report on juvenile delinquency, later adopted by the Congress. In London, in July he attended the Commonwealth and Empire Law Conference, and in September the Third International Congress on Criminology.
