- The Social Welfare Act (1960) established a Social Welfare Branch of the Chief Secretary's Department. In June 1959 A.R. Whatmore reported on the proposed Department of Social Welfare, and mentioned 'the assistance and advice of Mr Justice J.V. Barry to whom praise or blame should be attributed for initation of the idea of a Department of Social Welfare.' The series contains correspondence with A.R. Whatmore, P. Frost, A. Garran, J.J. Lynch and others concerning the drafting of legislation; Whatmore's report to the Chief Secretary, copies of the Bill, Victorian Parliamentary debates April-May 1960 and press cuttings.
