The Social Change Advisory Committee was established by the Department of Territories in 1967 to provide advice on ways for the Administration of the Territory of Papua and New Guinea to better communicate its policies and actions to the people of the Territory. The inaugural meeting of the Committee was held on 11 August 1967 and subsequent meetings were held on 10-12 February 1969 and 10-11 June 1969. Members of the committee over its lifetime included R.S. Swift (Deputy Secretary, Department of Territories), M.A. Besley (First Assistant Secretary, Dept of External Territories), L. Johnson (Assistant Administrator), I.G. Ord, Dr Alex Sinclair (consultant) and Brigadier E.F. Campbell (consultant).
Topics covered by the Committee in its meetings included Gazelle Peninsula land issues, Public Service Wages Case, supervisory attitudes of indigenes in the Public Service, urbanisation, Family Planning Program, manpower, trade unionism, Conzinc Riotinto of Australia (C.R.A.) Bougainville Project and public relations of the Administration generally.
The files contain correspondence with the Department of External Territories and others, reports, minutes, agenda papers, notes, newspaper cuttings and other papers. There is also one file relating to the Social Change Advisory Conference, held in 1971.

- Immediate source of acquisition:
- The collection was donated to the Library as part of the Dudley Glastonbury Papers (MS 9387) by Rosa Glastonbury in 1992. The papers were given to Dudley Glastonbury by Campbell to assist him in his research into the history of the public service in Papua New Guinea. Papers of Edward Campbell compiled mainly while a member of the Social Change Advisory Committee of the Department of External Territories and as a consultant to the Psychological Services Branch of the Public Service Board in the Territory of Papua and New Guinea. The papers include reports by Campbell, correspondence, minutes, agenda papers, notes, newspaper cuttings, articles, photographs and other papers.
