Frank Waters was born in Queensland in 1907. From 1926-1932 he was an official in the Amalgamated Postal Workers Union of Australia. In 1935 he won the State seat of Kelvin Grove for the Australian Labor Party, a seat which he held for six years. After serving in the army during the Second World War, he was elected Queensland Branch Secretary of the APWU in 1946. He held this position until his retirement in 1973, at which time he turned his energies to researching and writing, Postal unions, and Politics: the history of the Amalgamated Postal Workers Union of Australia (UQP, 1978).
