Caption 'In 1909 Broken Hill still depended for its water entirely on the privately-run Stephen's Creek reservoir. Regular droughts were a constant problem, sometimes forcing the mines to close. However, repeated requests for the NSW Government to build a second reservoir or a pipeline to the Darling River were ignored. At an angry water meeting in 1908 the NSW Premier was burnt in effigy'. 'Plate 59' written on top right corner. Paper with typed text, hand writing on back, and photograph attached.
