Souter received a commission to write the history of the Commonwealth Parliament between 1983 and 1987. This series contains papers pertaining to the book, including correspondence, drafts, typescripts, card files and photocopies.
The main correspondents are Peter Ryan, Manning Clark, Anne Lynch, Ken Inglis, J.A. La Nauze, E.G. Whitlam and Sir Garfield Barwick.

- The collection was acquired in three instalments: the first and second consignments (Series 3 4) were donated to the National Library by Parliamentary Library in 1988; while the latter was donated by Souter in 1992 under the Tax Incentives for the Arts Scheme.
