- MS 8083 includes material about Kelly's farm in the Murrumbidgee Irrigation Area, War Service Land Settlement Scheme, 1945-1947, Bureau of Agricultural Economics, 1948-1960, and the Beef Roads Scheme, 1961-1964; also photographs, newspaper cuttings, articles, interviews and Kelly's writings on his life. Several series cover published and unpublished works on all aspects of his careers. Research material for unfinished works is also included. Although described as the political father of the Snowy Mountains Scheme, very few papers are available to record his interest and involvement in this scheme (66 boxes).

The first consignment of these papers was received by the Library in 1972, and was originally accessioned at MS 3039. This consisted of a 1966 lecture and a research proposal.
The second consignment was deposited in the ANU Archives of Business and Labour in 1968 while Kelly was attached to the ANU Department of Economic History. It was transferred to the National Library's custody in 1990. The ANU's deposit number was P49.
The third consignment was received after Kelly's death in 1983 and included many papers previously removed by Kelly from the ANU Archives for further use.
This guide now incorporates all consignments of Kelly's papers.

Arrangement
The papers have for the most part been stored in Kelly's original file covers, and file titles are mostly his own. Item numbers refer to files, volumes, folders, or tapes, according to the nature of the series.
In some cases, Kelly had drawn together material from diverse origins to form resource material for his proposed publications; this material has been left in the order in which Kelly had kept it (Series 30-32). Notes indicate where related material is to be found.
