The Cooperative Central Board, later the Cooperative Union, was set up in 1869, with its headquarters in Manchester, as an advisory body for cooperative societies in Britain. The businessman and socialist Robert Owen (1771-1858) was one of the founders of the cooperative movement. George Holyoake (1817-1906) became an Owenite in 1838, supported the Rochdale Cooperative Society in the 1840s, and was one of the leading propagandists of the cooperative movement.
